No Registered in Network on new SIM card

Hello! I received a new SIM card by mail, but it shows me that Im not registered in network, so I can't do anything. Reboot doesn't help. In the personal account it shows that my SIM card is not delivered yet. What's wrong? Is it related to a transfer of my old phone number?

Could you please send a PM to this account containing the telephone number and 19-digit ICC code printed on your Ben simcard?

I received an answer that I need to do something in order to transfer my old phone number. But the answer is not clear. Could you send me more details about my next actions? Do I need to contact my current provider (Lebara) in order to proceed with the transfer?
